Review Of Indian Power Sector: Evolution, Crisis And Reforms

This paper outlines the history of the evolution of the power sector in India and views it in five distinct phases, each with its own legacy of institutional arrangements resulting in unique impacts of policies on the structure of power sector. The paper subsequently details the crisis that arose in the early 1990s which led to the widespread reforms and restructuring of the Indian Power Sector. Also spelled out are the various power sector reforms undertaken since 1991 with particular emphasis on restructuring of the State Electricity Boards. The various problems confronting the Indian power sector have been highlighted and the role of public benefits in the reform process has also been discussed.
