Research on Claim Opportunity and Tactics based on the Valuation Mode with Bill of Quantities

After China entering into WTO, it is an objective demand to improve management levels of construction works. According to domestic and international projects contracting practice, construction claim is an important part in the project management, and it plays an important role in increasing the project contractors' profits. This paper describes the importance of strengthening claims research firstly. Then on the basis of valuation mode with bill of quantities that are current in international construction works and pursuing in China now, it carries on the opportunity analysis of construction claim from three aspects of events, contracts and bill of quantities. Finally the paper put forward the claim tactics that contractors can adopt, namely time tactics, offer tactics and SWOT tactics.
