Low rank, lignite/brown coal is a ubiquitous, abundant fuel and chemical feedstock, accounting for approximately 17 % of the world recoverable reserves of all coal. Statistics published by the US Department of Energy (DOE) and the Energy Information Administration (EIA) report world recoverable lignite reserves amounting to 173. 4 billion short tons, as at year-end 2004. In a number of countries endowed with the natural resource, significant material and social benefits can accrue from sound investment in the exploitation of high moisture content lignites for electricity generation in response to: a) a basic need; or, b) growing demand — in which case Demand Side Management can have a significant impact.
