Expert Estimates Processing and Decision-Making Taking into Account Non-Factors

The paper proposes an approach to processing information obtained from experts under conditions, when the original information is expressed as both quantitative and linguistic. The approach can be applied in processing spatial information that is characterized by the presence of NON-factors. An example of the application of the proposed approach is given, for which the original data is obtained on the basis of the expert experience and the information about the new event. The expert estimates were processed by paired comparisons.
