The Study on Agriculture, Rural Areas and Peasantry Problems (San Nong Problems) and the Public Financial System Construction

Considering the prominent contradictions and problems in the development of agriculture and rural areas, our nation has increased financial support to agriculture, rural areas and peasantry problems(san nong problems) with new policies which include the rural taxation reform, four direct productive subsidies for farmers, infrastructure construction in rural areas and support of the development of rural social services. But the scale of national fiscal support is relatively small, agriculture development expenditure structure is not efficient, financial support for rural development is lack of force and the fund management is loose. To effectively promoting socialist new rural area construction, we need further innovation on fiscal support ideas and measures and accelerate the establishment of a fiscal policy system. Establish investment security mechanism that promotes modern agricultural development, strengthen the modern agricultural facilities and equipment and technology support, increase the fiscal support, establish performance evaluation system, improve the efficiency in the utilization of funds, apply comprehensively of the financial policies so that to create a good environment for all social forces in the investment of modern agriculture development.
