The development of Telecommunication in Indonesia especially in the field of Cellular Networks has been growing rapidly in last few decades. Beside, the growing number of subscribers and the volume of traffic load on cellular networks have explosively increased from year to year causing high power consumption on Base Station and affect the level of traffic load. Currently, rapid increase in the energy consumption is not accompanied by energy efficiency systems. The high traffic load on a network can cause users often can not access the desired site or website because the server down. This cause the user will not get the information and services that should be. To overcome the excessive traffic load on a cellular network, it takes a concept of cell zooming as a load balancer of traffic and can reduce the energy consumption that can be used to simplify and make it easier for user's needs as closely as possible. As the result by using Adaptive Traffic Load Balancing method can save the network energy consumption up to 55.75% when the number of mobile user is 15 users. From these method, we can analyze that by using Adaptive Traffic Load Balancing method can reduce energy consumption based on sleeping strategy through traffic load variations. These method can be implemented for energy-efficient in CBD area and being investigated to green cellular network in Surabaya.
