Cosmic-ray observations from the worldwide network of stations and from space vehicles have been used to demonstrate that the crucial factor of the increase in galactic CR fluxes at the Earth's orbit during the solar cycle 24 minimum is the reduction of energy losses when particles travel in regular electromagnetic fields of the heliosphere.
