Ensuring the quality of safety analyses in industry

Although the use of safety analysis has increased and become common, the quality of theanalysis, and the lack of resources are sometimes criticised. Some studies and experiences have madeit obvious that the results depend on the analysis leader and the analysis team as well as thecommitment of the analysis subscriber in industry. Quality systems developed for other industrialpurposes offer means for developing methods and criteria to support the quality management of safetyanalyses. The quality management of safety analysis can be based on the evaluation of the analysisprocess and identification of its shortcomings, for example, by means of checklists. The high qualityof an analysis can be best assured, while possible weak points are recognised and eliminated alreadywhen planning the analysis. In this, the role of the analysis leader is crucial. A research has beencarried out for developing instructions and guidelines for leaders and secretaries of the safety analysisas well as for the subscribers to various safety analyses in industry.This paper discusses quality management, and means for improving the quality of safety analyses. Theemphasis is on the roles of the analysis leader and subscriber, requirements for a good analysis leader,and means available for assuring the quality of safety analysis. The meaning and importance of thesubscriber's role to safety analyses in industry are discussed.
