Risk Management in systems: Learning to recognize and respond to weaksignals

The prevention of Major Accidents is the core of high hazard industries activities. Despitethe increasing safety level, industrial sites are asking for innovative tools. The notion of weak signalswill enable the industries to anticipate danger and improve their safety management. Our preliminaryresults show the huge interest and relevance of the weak signals but also the difficulty to, concretely,treat them within the Safety Management. We found out that organizational features are 'weak signalsblockers': bureaucratic management of Safety, linear and bottom-up communication, and a reactiveSafety Management. In order to favor weak signals treatment, we should act on these organizationalfactors. This is the main objective of this PhD research.
