Preliminary Study on Legal and Safeguard Issues of Transportable Nuclear Power Plants

This paper discussed the special legal and safeguard issues in relation to international transportation faced in the development of transportable nuclear power plants (TNPP), then the present referable conventions and rules as well as their main contents about international transportation of TNPP are summarized and the characteristics of these conventions and rules are also analyzed. In addition, the safeguard obligations for each party with respect to the international transport were in discussion. More importantly, the possible solutions for safeguards issues during transportation were proposed. The preliminary study on legal and safeguard issues of TNPP international transportation in this paper could not only make some significant contributions to the overall design of TNPP, but have values to the establishment and perfection of legal and institutional standards of TNPP, expanding more widespread application scopes and broad development space of TNPP.
