Investment Decision Method of Power Grid Project Considering Risk and Function Orientation

Input-output evaluation is an important index to measure the effect of power grid project. In order to assist the precision investment of Power Grid Corp, a new method of input-output evaluation based on functional orientation and taking into account the risk is proposed. Through the in-depth analysis of the characteristics and development requirements of the transmission network project in China, taking the function as the interface and taking into account the risk characteristics of the project, the input-output evaluation covering the scale of the project investment, the expected income level and the qualification of the construction enterprises is constructed. According to the risk characteristics of different functional orientation and the qualification level of the enterprise, the combination empowerment method, which takes both subjective and objective factors, is used to evaluate the level of risk and the level of enterprise qualification. On this basis, a power grid project input output evaluation model and calculation method based on function orientation are established. Finally, the evaluation method is applied to project evaluation in a certain area of Shanxi Province, and the effectiveness and applicability of the method are verified.
