Optimizing Service of Administrative Departments for Railway-water Intermodal Transportation Ports in China Based on the System Dynamics

The aim of the research is to optimize the service modes of administrative departments of transportation, and to facilitate the development of railway-water intermodal transportation in China. For this purpose, we built a 3D model for the railway-water intermodal transportation ports on the basis of summarizing existing research on the service of transportation administrative departments for these ports in China. The weights of service forms were calculated by using the subjective-objective integrated weight method. Based on this, the system dynamics model was established. The research figured out the proportions of services provided by the Ministry of Transport as well as provincial and prefecture-level transportation administrative departments, and the reference for the development of ports in China.
