In the development and utilization of water resource, it is of great importance to select a optimum scheme from lots of schemes. For this reason, a matrix gams model has been developed on the basis of game theory. In research on the systematic project of the river regime regulation for the upper Jingjiang river, the model has been used to analyse the effectiveness of flood control and the project economy, and then to seek for the optimum strategy. During seeking for a optimum strategy, the model takes fair and reasonable treat and reasonable game behavior as prerquisite, and uses the probability vector and minimax theorem to obtain the optimum strategy and game value. The model cannot only achieve the expected goal and create more value but also strictly express complicated logical thinking. It provides an effective way for developing and utilizing water resources.
