The deregulation of the Norwegian utility industry, which is entirely based on hydro, bas led to a wholesale price level which is strongly tied to the highly volatile spot price. The price to ordinary consumers have to a limited extent been affected by this volatility, Investments in new generation capacity have dropped considerably due to generally low prices.
