Many scholars and top-managers are increasingly interested in the process of how to implement strategy effectively by Project Portfolio Management in construction enterprises. This paper aims to discover the success factors of the process through empirical survey of 291 Chinese construction enterprises. Enterprise success in strategy implementations in a multi-project context is measured through three statement-type indicators. Factor analysis is conducted and analysis of variance is used to detect the variables that correlate with the success of implementing strategies by project portfolio management. Fourteen factors in three groups are identified as the success factors among 20 potential success factors. And suggestions on how to increase the enterprise success in strategy implementations are proposed on the base of the result.
