The author uses the theory of Safety Rheology to analyze the movement process of system, points out that the movement process of system according to the regularity of Safety Rheology. Through the analysis of the safety accident formulation process in the construction process, this study puts forward an analysis method for construction enterprise safety accident formulation process Rheology. It gives five phases of safe accident Rheology and dangerous level of each phase, this paper analyzes further insecurity affairs and its changing regulation in the safe Rheology process. The paper points out that the form mutation and essence Rheology inherent regulation in construction enterprise safe accident formulation process. It provides the theory foundation that the construction enterprises control validly the currency of safe accident.
