Countermeasures of Rural Urbanization Systematic Obstacles in China

摘要

Urbanization is a necessary trend for national economy and social development, and it is also an important mark of district civilization's degree and competition. To implement rural urbanization is just to break old systems and promote urbanization through system innovations. If we want to accelerate process of rural urbanization, we must carry on system innovations. This paper takes systems of rural urbanization as the research objects, such as household registered system, rural education system, employment system, rural land system, and social security system, etc.. The writer puts forward the view of solving systematic obstacles of Chinese rural urbanization through system innovations on the basis of research about international and domestic urbanization development course, rural urbanization system arrangements and changes. Several system innovations on Chinese rural urbanization should be stressed as following: to establish modern management system of registered permanent residence enrolling;to set up new modes of rural education and investment;to foster unified labor market;to standardize agricultural property right system;to establish rural labors' social insurance system.
