Research on Social Governance and Supporting Policy in the Construction of Socialist New Rural Area in Northeast Region

Transition of rural governance pattern is an urgent task facing the new rural construction in the northeast area. It is also an objective requirement of adhering to scientific concept of development and building a harmonious society. Based on the reality of the northeast region, firstly, the basic type compartmentalization of rural governance pattern is defined;then it is pointed out that the fundamental measure of solving the problem existing in the northeast rural governance is advancing the transition of rural governance pattern, and then puts forward two-step strategy: from 'rural political governance by villagers' to 'rural political autonomy';from 'rural political autonomy' to 'rural autonomy'. Finally, some relevant policies and supporting measures for the construction of new rural areas in northeast China are proposed from the perspective of rural governance pattern, such as accelerating the conversion of the party's leadership methods and the functions of governments in villages and towns, establishing rural public finance system, fostering multi-bodies of rural governance, establishing an effective power-equilibrium and supervision-restriction mechanism, speeding up the development of various ocial undertakings in rural areas, and so on.
