The management of the strategic decision-making process is critical for the successful development of public projects. It has attracted the interesting of many researchers since the late 1980s. In China, the current strategic decision-making process for pubic construction projects is criticized by many researchers and practitioners and has been regarded as one of the key reasons caused the failure of public projects. This paper reviews and summarizes the major problems with the strategic decision-making process for construction public projects in China. After an examining of the effect of value management (VM), this paper proposes an approach to reengineer the strategic decision-making process based on VM. It is also hope that can provide as an instructive instance for other developing countries facing similar problems.
