摘要

The Earned Value Management, as an integrated technique of project monitoring and control, has been increasingly used in managing scope, time and cost, the three key factors for project success. However, it so far has not been extended to assess and monitor quality, which is widely recognized as another key success factor. The goal of this paper is to redefine two of the three major variables used in calculating cost and schedule variances, and to propose a new variable and a new measure—quality variance, on the basis of a discussion of what should be monitored in the project control process and an analysis of EVM's flaws identified in a field study.
