Constructing the Circular Logistics Performance Evaluation Index System in China's Building Industry

The logistics process in China's building industry is characteristic of non-circulation not only because a lot of resources and energies have been occupied, but because great quantities of building waste have been created, of which the vast majority have not been reused. One of the reasons for this phenomenon is that the building industry in China has long overvalued the economic consequences but neglected the resource utilization and environmental protection benefits. Therefore, it is vitally important to construct the circular logistics performance evaluation system in order to promote the circular logistics and circular economy in the whole industry. Based on the current condition of logistics performance evaluation in China's building industry, this paper firstly exposes the importance of constructing the logistics performance evaluation index system in building industry, and puts forward the general principles and overall thinking of constructing this index system. Then it designs a four-layer tree-shape framework consisting of object layer, system layer, state layer and variability layer, and also provides some detailed explanation of these performance indexes. This index system includes 27 indexes, in which the logistics performance of circular building industry is established as the object layer and logistic economic benefit, resource utilization benefit and environment benefit as the system layer. Lastly, this paper offers suggestions on the implementation of logistics performance evaluation index system for circular building industry.
