A Study on Economic Appraisal for Railroad Construction Projects in China Using Multi-criteria Analysis in Conjunction with Cost-benefit Analysis

The existing economic appraisal criteria used for railroad construction projects in China contains several shortfalls that do not adequately address all the problems in order to meet the challenges given the social and environmental dynamics of China's current economy. A set of more accountable railroad construction economic appraisal criteria in China needs to be established for the present economy. In this study, comprehensive social, environmental, and economic factors that could influence the railroad construction decision making will be identified, which will then be classified and summarized. Through this process, overall comprehensive objectives utilized for the railroad construction economic appraisal by assessing railroad construction impacts on the social, environmental, and economic aspects will be set up. Then, we will use multi-criteria analysis (MCA) method in conjunction with costbenefit analysis (CBA) method to analyze and measure these impacts. Using key indicators based on these research findings, standardized evaluation criteria designed to assist with economic appraisals will be selected to be used for railroad construction projects.
