Establishment of Total Safety Management System in Construction Industry Based on PDCA

At present, the situation of production safety is still a major concern in China. The construction industry's unique characteristics make the incidence of safety accidents still high. The level of safety management has a close relationship to the occurrence of accidents. The PDCA(Plan, Do, Check, Action) cycle, as a basic method of any effective management, is widely used internationally. Based on the PDCA method, this paper establishes a Total Safety Management system for the construction industry, and discusses the application of the PDCA model cycle in Total Safety Management of construction industry .This system makes four aspects of TSM (the total objective management, the entire personnel safety management, the entire process safety management and all jobs safety management) a rolling-up and organic whole which could be improved constantly in order to improve the level of safety management fundamentally, and reduce the incidence of accidents effectively.
