This paper examines how the Housing Development Board (HDB) of Singaporernprovides low cost housing in addition to achieving other social, economic and political goals.rnIt uses the large-scale systems engineering framework to analyze these goals, the boundariesrnHDB has to maintain or overcome and the continuous improvements it had achieved. Finallyrnit examines some of the lessons learnt and the challenges that HDB faces in the future. Thernhuman dimension of such an undertaking is especially important and will be highlightedrnthroughout the paper.
