Congestion control protocol design is an exceptionally complex challenge given the diversity of desiderata and of network environments, as well as the immense breadth of the design space. We will survey below traditional theoretical approaches to this challenge, alongside recently proposed approaches. Our discussion of the limitations and strengths of these approaches will highlight a fundamental distinction: network-model-based vs. network-model-free. We will outline research directions that we view as important for building solid foundations for Internet congestion control.
