Electricity Market Mechanism Design for Grid-Connected Prosuming Communities

This paper develops and implements an efficient and incentive compatible mechanism for community level electricity markets involving presumption. The prosuming communities have solar generation capability and are part of a competitive market along with the grid. There is a market agent at the interface between the grid and the communities responsible for the market operation: sending generation assignment to each generator based on economic dispatch and make payments including information compensation that encourages each generator to submit true cost. The preliminary studies presented in this paper demonstrate that the mechanism design can create an efficient, incentive compatible marketplace by combining economic dispatch with an information compensation. It is found that the market with the mechanism is beneficial to both the grid and the presuming communities. This paper will help solar powered property owners and real estate developers to make informed decisions on investments on energy sustainability. This paper will also be instrumental for policymakers and industry stakeholders to propose plans to encourage more communities to be active participants of the renewable energy powered prosumer marketplace.
