Due to the particularity of military product the evaluation criterion is different from other projects. This article formulates the evaluation system of transform project of military product according to the particularity and general product evaluation content through Analytic Hierarchy Process. The practice suggests that the evaluation system meet the demand of investors and military factories, and have commonability and practicality.
