A Probe to Life Cycle Systemic Management - Thinking of New Management Mode of Large-scale Public Projects

The government's investments to large-scale public projects have increased dramatically in recent years. Meanwhile some problems (e.g. investor simplification and "emphasizing construction but neglecting management") became more and more severe. This situation aroused the participants' thinking and research. However, most research focused on the profitable public projects, while only a little devoted to the non-profitable ones. The Life Cycle Systemic Management, LCSM in short, is a new management mode to apply to those non-profitable public projects. Based on the system thinking, it integrates the financing phase, construction phase, operation phase and evaluation phase to a whole system. Further more, it emphasizes on facilities management and public patricians in the whole life cycle. Certainly, this mode has a profound theoretic meaning and sound practical value.
