As the cross-culture perspective acts as an effective breakthrough point, this paper begins in terms of the culture training to discuss the critical paths of government trans-national human resource development in the following ways: the cross-cultural advantage brings the government trans-national human resource development with the opportunity and the challenge; cross-culture management and integration strategy; the cross-culture management urges the culture hybrid and successful operation among the international administrative organizations; the realization of cross-culture training plan and others.
