IP Multimedia Subsystem (IMS) is a new core network proposed by 3GPP as an extension to the PS an abundance of advanced, innovative, and feature-rich multimedia applications to end users over the unified IP platform. It is obvious that all IP Multimedia services especially real time services require end-to-end QoS support. In this paper a policy-based QoS architecture (SBLP) in the UMTS IMS is described, then an IMS session setup procedure with SBLP employed is presented, which is focus on the interaction between QoS and session signalling. To support end-to-end QoS for SIP based IP multimedia services provided in an integrated UMTS and WLAN environment, an end-to-end policy-based QoS management architecture is proposed. The architecture requires a big amount of new work including E2E QoS and enhancement of SBLP despite, it provides full solution for IMS over interworking-WLAN as the same level as GPRS.
