The Young-Rainey Science, Technology, andrnResearch (STAR) Center (formerly known as the PinellasrnSTAR Center) is a former U.S. Department of Energyrn(DOE) facility located in Largo, Florida.rnThe site was contaminated with organic solventsrnand arsenic used during the manufacture of neutronrngenerators and other devices for DOE. As a result ofrnhistoric waste disposal practices, contamination remainsrnin the subsurface. The facility was transferred to localrngovernment ownership in 1995, but DOE continues tornconduct groundwater remediation at the site.rnThe Northeast Site at the Young-Rainey STARrnCenter is one of four remaining active Solid WasternManagement Units (areas of contamination) that requirernremediation. Non-aqueous phase liquids (NAPLs) havernbeen identified in the subsurface at the Northeast Site.rnThese NAPLs are a source of groundwater contaminationrnthat may last for many years. Therefore, the source ofrnthe NAPLs must be addressed before remediation ofrndissolved-phase contamination can be completed.rnA plan was determined for an interim correctivernmeasure to remediate NAPLs at the Northeast Site. Anrninterim corrective measure is warranted because itrnsupports the long-term corrective action to remediate therndissolved-phase contamination in the surficial aquifer tornmaximum contaminant levels specified by the FloridarnDepartment of Environmental Protection for drinkingrnwater. Environmental restoration activities at the Young-rnRainey STAR Center are conducted under the oversightrnof the Florida Department of Environmental Protection asrndefined in the Hazardous and Solid Waste Amendmentsrnpermit.DOE and its contractor, MACTEC EnvironmentalrnRestoration Services, L.L.C., recognized that NAPLrntreatment technologies are generally new and innovativernand have been demonstrated only on a small scale. Arnsuccessful remediation effort would require aggressivernand expensive technology. The goal of the remediationrnplan was to research and select the remediation approachrnthat had the highest chance for success and to structure arnperformance-based subcontract that would limit risk forrnall parties.
