THE INFLUENCE OF MANAGEMENT ON ACCIDENTOCCURRENCE AND SEVERITY: MANAGEMENT FACTORS IN THERAIL TRANSPORT OF DANGEROUS GOODS

On behalf of the Dutch Ministry of Transport [1], ERM Risk has conducted anrninvestigation into the management contribution to, and prevention of, accidents involving thernrail transport of dangerous goods. The investigation was part of a planned programme tornidentify and prioritise actions to further improve safety management, and to identifyrnmanagement factors which can be appraised in specific risk analyses.rnA total of 90 accident reports were analysed; 65 occurring in the Netherlands (NL)rnbetween 1986 and April 1997, and 25 in the United Kingdom (UK) between 1975 and 1989.rnA specifically tailored investigation and classification framework was developed,rnincorporating a hierachial structure to record, illustrate and quantify the multi-dimensionalrncomposition of accident causes and management influences.rnThe investigation concluded that the principal management influences on accidentrnoccurrence were related to guidance and instructions, supervision and task checking, verbalrncommunication, written reporting of tasks, and staff training. This was reflected in thernconclusion that proactive management actions should focus upon training, communicationsrnand supervision.
