The following quote was made by thenrnSecretary of Defense, Dr. William Perry, on 10 Mayrn1995.rn“…I am directing a fundamental change in the wayrnthe Department acquires goods and services. Thernconcepts of IPPD and IPTs shall be applied throughoutrnthe acquisition process to the maximum extentrnpracticable.”rnThe purpose of this directive was to help reduce thern“cost of the acquisition process by the elimination ofrnactivities that, although being performed by manyrndedicated and hardworking personnel, are not necessaryrnor cost effective in today’s environment.”rnSubsequently, the DoD Guide to Integrated Productrnand Process Development was released. This guiderndefines IPPD as, “A management process thatrnintegrates all activities from product concept throughrnproduction/field support, using a multifunctional team,rnto simultaneously optimize the product and itsrnmanufacturing and sustainment processes to meet costrnand performance objectives.”rnSince 1995, the various components of the UnitedrnStates Department of Defense have been implementingrnIPPD by allowing program managers the flexibility tornchoose the best IPPD practices and tools available forrntheir programs. Much of the focus has been onrnacquisition programs, but the use of IPPD is now beingrnpushed back into the Science and Technology (S&T)rnarea as well. In fact, the Air Force Research Laboratoryrnpolicy now is to use IPPD on all Advanced TechnologyrnDemonstration (ATD) Programs. The U.S. Army hasrnalso applied IPPD on several S&T programs such as thernFuture Scout Cavalry System (FSCS).rnThis paper presents the results of applying IPPD on thernU. S. Army Multi-Role Armament and AmmunitionrnSystem (MRAAS) Munition Suite Program. We firstrnintroduce the MRAAS Munition Suite Program and thernrationale for the IPPD Process USFD—including therndefinition of the systems engineering process and tools.rnWe then discuss the specific application of this processrnon the MRAAS Munition Suite Program. An overallrnobjective was to apply the systems engineering processrnearly in the life cycle of the system beginning withrnconcept definition through manufacturing developmentrninto full-scale production. In this discussion, werndescribe the unique approach that was used in thernRequest for Proposal (RFP) and subsequent contractrnaward. We conclude with results to date of thernapplication of the IPPD Process and offer observationsrnfor application to other Defense programs.
