A Systems Engineering Methodology for Combat Systems Development

Combat system development is difficultrnto do well; many issues surround the development ofrnsuch systems. The history of the creation of large,rncomplex, socio-technical systems has been marred by arnlitany of project failures. Poor project outcomes resultrnin business failure and significantly reduce therncapability that can be achieved for the modest defensernbudgets of countries like Australia, Austria, Belgium,rnCanada, the Netherlands, Spain and Sweden. Thisrnsituation is being exacerbated by the increasingrndependence of modern military systems on softwarernand the increasing complexity of such systems. Thisrnpaper highlights major issues faced by the defensernindustries of ‘intermediate’ nations such as those listed.rnIt proposes a solution in the form of a systemsrnengineering methodology appropriate to combat systemrndevelopment.
