This paper is a progress report on thernresults of a SECOE research project to collect andrnanalyze data that describes project cost, schedule, andrnquality with systems engineering cost and quality. Thernoriginal hypotheses to be tested were that (a) at lowrnlevels, increasing systems engineering effort results inrnbetter project quality, and (b) there is an optimumrnabove which further increases are detrimental. Therncollection of data is much more difficult thanrnanticipated. The preliminary results are presented in anrnattempt to encourage more individuals to submit data.rnAnalysis of the preliminary data (25 projectrnsubmissions) supports the hypotheses. The datarnsuggests that dimensionless ratios of actual to plannedrncost and actual to planned schedule correlate with anrnindependent variable defined as an index of systemsrnengineering effort (product of systems engineering costrnand systems engineering quality divided by total projectrncost).
