The Dam Safety and Security Act of 2002 encouraged the establishment and maintenance ofrneffective Federal programs, policies, and guidelines to enhance dam safety. This Act is to ensurernthat during a dam safety emergency, information on a compromised dam is available, accessible,rnand relevant. Unfortunately, information is often available but scattered and unconnected, makingrnit difficult to piece together a common picture during an emergency. This case study identifiesrncritical phases of an emergency and outlines how a dam information management system plays anrnimportant role in both day to day operations and during emergency events.rnThe State of Hawaii, Department of Land and Natural Resources (DLNR) Dam Safety Programrncontracted Oceanit? to customize its Inspecta? software platform to create a comprehensive damrninformation management system. The system fuses best of breed industry-leading software withrncustom developed software to create an integrated, intuitive situational awareness platform.rnDLNR’s dam information system includes a combination of features including inspectionrnmanagement, Geographic Information Systems (GIS), document management, audit tracking andrnenforcement, analysis, reporting, and mobile data acquisition. The suite of tools integrates all ofrnthe information into a single web-based portal. GIS functionality leverages the use of ESRI? MaprnServices to provide tools that leverage data from other agencies such as U.S.G.S. and the NationalrnWeather Service. Inspecta? also interfaces with the Dam Safety Program Management Toolsrn(DSPMT), offering a real-time, robust interface with the DSPMT suite of tools.rnThis case study identifies some of the challenges faced by the State of Hawaii in developing thernsystem and outlines the benefits of the state-of-the-art dam information system.
