摘要

Many regulatory agencies worldwide are adopting risk based approaches to help manage theirrnextensive, complex and ageing portfolio of flood defenses and control structures, such as leveesrnand dams. As part of this process, models and modeling practice are being refined to providernmore reliable and integrated outputs more suitable for use in flood risk management.rnThe FLOODsite Project was an Integrated Project under the European Commission 6thrnFramework Program with a program of research covering physical, rnenvironmental, ecological and socio-economic aspects of floods from rivers, estuaries and thernsea. The project was structured into themes covering risk analysis, risk management, rntechnological integration, pilot applications, training and knowledge uptake, networking andrncoordination. Over 36 different organizations drawn from 13 different countries participated on thernvarious components of flood risk related research.rnResearch under Tasks 4 & 6 of this project addressed failure modes for defenses, and inrnparticular dam breach initiation and growth mechanisms. HR Wallingford led these research tasksrnand as part of this work undertook an extensive program of breach model review, testing andrndevelopment over a period of several years. Part of this research was undertaken in collaborationrnwith the ongoing CEATI Dam Safety Interest Group breach modeling project. In the latter stagesrnof the FLOODsite research, HR Wallingford supported uptake of the research work on the HRrnBREACH model by working with our sister company, Wallingford Software, to integrate the breachrnmodel with the InfoWorks RS river modeling package.rnThis paper provides an introduction to the FLOODsite breach initiation and growth research. Arnmore detailed explanation of the research relating to the performance and development of the HRrnBREACH model is then given. Some of the challenges faced by integrating the breach model intornthe InfoWorks RS river modeling package are explained and finally future goals for both breachrnmodeling research and software development are outlined.
