Intensification of environmental education is the foundation for implementing China's two basic national policies-family planning and environmental protection. These long-range programs are crucial to the Chinese nation and the long-range program of life and death for the Chinese nation and a comprehensive, national and long-term strategic work. It is not only of important and practical significance, but also of far-rea-chiong significance. To achieve this, the group in charge has put forward ten counter-measures and suggestions for environmental education in primary and middle schools in China. We also hope that education employees concerned environmental education in primary and middle schools will discuss these measures and suggest revisiong. The Law of the People's Republic of China on Compulsory Education aims to esdicate illiteracy in children by the end of this century. The harsh reality of education in China is that it is a poor and large country attempting elementary education on the largest scale in the world. Since 1978, although the reform policy was carried out successfully, reforms of China's elementary education moved slowly. Much effort was need for the reform and the basis ideology was not accepted. Intellectual education was emphasized and moral e-ducation and physical training were neglected. The moral level and physical quality of primary and middle school students notably droppe. Although the social system and the level of economic and social development differs in any country, elementary education has been implemented by the legal means of the government. The "Hope Project" is not only program if is only an auxiliary means and practice.
