The “digital divide” between developed and non-developed countries in terms of adoption of new technologiesand particularly the Internet and electronic commerce is a heavily debated and frequently discussed issue. Inthis paper we examine south eastern Europe as one of the less technologically advanced regions in Europe.We use data from 8 counties, namely Albania, Bulgaria, Cyprus, FYROM, Greece, Israel, Moldova andRomania, which have been collected from local key stakeholders such as government agencies and professionalbodies. The data are analysed using SWOT analysis with the view to portray the situation of electroniccommerce adoption in each country under investigation. A collective analysis of the research findings offersthe possibility to offer some recommendations about good practices in electronic commerce policy makingtowards the elimination of the digital divide.
