Evaluation of Local Content strategies to plan Large engineering Projects in the Oil Gas industry in high risk country areas

The Local content of a complex project is an important variable to create value and increase the overall sustainability of large engineering projects in the Oil & Gas industry, especially in the developing countries. The paper proposes a method to evaluate the strategies of local content based on a scenario analysis. This assessment is intended to benefit both companies in Engineering & Contracting (E & C), allowing a robust planning process in scenarios too often uncertain, that the territories where these projects are made, where the creation of economic development can become an important lever to achieve the development goals and increase the overall sustainability of the project. The evaluation methodology is applied to a case study carried out in collaboration with Saipem (ENI), one of the major international contractor in the oil industry, specialized in developing complex projects in remote areas.
