Modeling the Assessment of the Probability of Shadowing and Spread of Corruption in the Social System and the Sphere of Public Services

The ways to overcome corruption and the black economy are suggested. To counterbalance the already set, and as the practice has proved, insufficiently effective measures in the part of lustration of incomes, supervision of actions of civil servants, standardization of performance of official responsibilities, setting up additional state bodies and structures, etc., the methodical provisions of the approach based on combination of two constituents: institutional and insurance of corruption risks are substantiated. It allows to develop the institutional environment of counteraction to corruption, to implement a multi-level system of implementation of social insurance functions in the sphere of administrative services, pensions, education, health care, and other social spheres aimed at interaction of anti-corruption bodies and institutions of unshadowing social and economic relations.
