Deregulation and open competition are being felt in all aspects of power plant operation. By 1/1/98 the market will be opened up in California. In positioning ourselves for competition, the economic scrutiny that associates every dollar spent has greatly increased. Not only is this impacting R&D dollars, but also capital and expense dollars, which consequently affects headcount. Even though the results of R&D projects should increase our competitive position, since R&D projects often don't fit into the short time frame payback criteria, or baseline data is not available to support their justification, many projects do not go forward.
