MICRO SPACE AGENCIES (MSAs): ORGANIZING FOR SPACE in the DEVELOPING WORLD

The drive to ensure that space benefits the developing world, a stated aim of much of the industrialized world, is likely to be effective only if current approaches are complemented with new forms of outreach initiatives aimed at building self-reliance in Developing Nations (DNs). A new bottom-up approach centered on building awareness in DNs as to the value of space applications, along with a capability to advance the adoption of space applications, is needed. A key part of this new bottom-up approach aimed at helping DNs become more self-reliant is proposed, namely a micro space agency (MSA), customizable to individual DN situations. A suite of such MSAs is identified, along with suggestions for the functions for such agencies. A process for compiling lessons from those DNs who have engaged in setting up MSAs in recent years is proposed with the aim of building a Best Practices dossier. A first set of DNs who could be well positioned at this stage or in the near future to consider an MSA is also identified.
