THE CONCEPT OF SUSTAINABLE DEVELOPMENT IN COMMUNITY PLAN

"Agenda 21" announced by The UN Conference of Environment and Development, by China government in 1994, The paper adopted "Sustainable development" As a policy plan outlining the actions towards the 21st century. "Providing adequate Shelter for all; Promoting Sustainable Human Settlements." is one of its main objectives. Undoubtfully, It is important that application of sustainable development strategy in community area plan in the new century. The second United Nations conference on Human Settlements(Habitat Ⅱ) agreed Global plan of action and Habitat Agenda, addressed immediate action in the first five years(1995～2000),also, It sets directions for human settlements development in the 21st century. In recent years, the urban and rural residential area constructed each year has amounted to more than 800 million square memters in china. According to the Ministry of Construction, the living environment should be greatly improved in the future.
