Formulating new policies means looking into success and failure of past experiences. This is ofrngreatest importance as soon as marketable fuel cell vehicles enter the market. Many evaluation resultsrnof hybrid and electric vehicles promotion are transferable to every new vehicle technology. Arnpromising promotion strategy for fuel cell vehicles therefore uses and transforms the experience madernby the promotion of other clean vehicle technologies. The first step to do so is to identify the changesrnthe fuel cell technology demands from the user behaviour. This is a good indicator for the acceptancernof fuel cell vehicles and the amount of support needed to enable the market introduction. A secondrnstep is to identify the benefits for the users. When designing a promotion programme for fuel cellrnvehicles, finally the coherence of the programme, the mixture of policy instruments and the network ofrnstakeholders are crucial points to be observed.-
