The high voltage breakers have crucial role in the power system: to realize appropriate connections and clear the faults as soon as possible. The SF6 gas is an important insulating material and also a participant in the arc extinction process. In the research we deal with elaboration of high voltage switch gear development process. The aim of the research is the work-out such a design process where the end-result of the process is a weighted model for the design engineers. By using this weighted model during the development process, based on the development measure results, the design engineer would be able to decide on which parameter should be modified to reach the desired outcome. To reach the research's goal a new Circuit Breaker Design algorithm (CBDa) is established in which for the development of the processes, I use a system theory approach. This article describes the building of the theoretical model of switch gear development process.
