Retrospection on Irrational Expansion of the Scale of Higher Learning Institutions

Confronted with various environment and resource problems brought about by extensive and size-oriented development of economy, in 1973, British economist E. F. Schumacher published a famous works entitled Small is Beautiful which criticized and re-thought profoundly traditional economic development mode and proposed thereon a new development approach. This approach applies also to studying construction and development strategy of higher learning institutions in China today. In view of resource waste and identical development resulted from size-oriented development of higher learning institutions, it is necessary to establish a scientific development outlook of higher learning institutions.
