A Study on Indicators to Assess Suitability of Public Space and Facilities in Rural Community in Korea

Along with government's growing effort to support rural communities, the needs to improve physical and social infrastructure as well as a variety of policies to support living environment are raised.While suitability analysis for public space and facilities in urban areas has been widely studied, little attention has been paid to those of rural areas.This study aims to derive useful indicators to assess suitability of public spaces and facilities in rural areas in terms of use, environment, and visual values.From literature review, we identified 8 assessment categories and 32 indicators.These indicators were evaluated by 15 experts in the fields of rural landscape planning and design.After the evaluation of the indicators, we appliedAnalytic Hierarchy Process(AHP)to assess relative importance of those indicators.For the facilities ofbasic infrastructure, consistent use with intended purpose was ranked the most important, followed by harmony with adjacent land uses, distance from residential areas, and the population density.For the facilities of culture and social welfare, distance from residential areas was evaluated as the most important, followed by population density, provision of outdoor spaces for communication, and operation of a variety of programs to promote people's use.For rural tourism facilities, harmony with adjacent land uses was ranked the most important, followed by distance from public transit, distance from roads, and operation of a variety of programs.For the facilities associated with incomegeneration, distance from roads was assessed with highest priority, followed by harmony with adjacent land uses, temporal/spatial usability, and consistent use with intended purpose.For the visual landscape facilities, consistent use with intended purpose was rank the most important, followed by environmental-friendly materials for construction, distance from noxious facilities such as waste disposal plants, and visual aesthetics.We expect that these indicators will be helpful for assessing the suitability of a variety of public space and facilities in rural areas, and be applicable for establishing a useful guideline for the planning and design of public space and facilities in rural communities in Korea.
