A global and local search method performed by a tracking system according to an embodiment comprises: constructing a region proposal network in a multi-scale-based target recognition detector; performing global and local searches by cooperatively combining the DCF-based tracking model and the multi-scale-based target recognition detector; and estimating the location of the target object through the performed global and local searches.
