For each of a plurality of landing places having facilities where aircrafts capable of autonomous flight can be landed, the acquisition unit (301) acquires: aircraft information which is information pertaining to an aircraft flying in the region surrounding that landing place; and place information which is information pertaining to that landing place. The determination unit (302) determines, on the basis of the aircraft information pertaining to each aircraft and the place information pertaining to each landing place acquired by the acquisition unit (301), a landing place for each aircraft and a flight path to the landing place. The communication unit (303) transmits, to each aircraft, information indicative of the landing place and the flight path thereof as determined by the determination unit (302).
